| With tidal wave of information coming, the information industry has been new economy increasing point. Comparing with those developed countries of software industry, such as India, Ireland, the development of software industry in China has dropped behind in evidence. The author considers that the exploitation of these persons with ability about software industry in China is the drawback of development about software industry in China. This article focuses on systemic study about the exploitation of these persons with ability of software industry in China. The main points are as follows. 1. Discussing about Human Capital Theory and Motivation Theory. The author divides the Human Capital theory into three stages and divided Motivation theory into several types according to studying angles and relations of Motivation-and-Behavior. The author points that though Human Capital Theory and Motivation Theory have developed, they are basic theory about study exploitation of persons with ability. This has great significance to study exploitation of talent in software industry of China. 2. Comparing exploitation of persons with ability in international software industry. The author analyses experiences of India and Ireland and induces general discoveries. There are several discoveries. The first, there are different features about exploitation of persons with ability in different countries. Their features are consistent with tactics of each country. The second, the government plays a great role in exploitation of persons with ability. The third, single advanced education can't meet with demand of persons with ability in international software industry. The forth, the definition of persons with ability in software industry is connected with exploitation efficiency. The fifth, reasonable talent chain must assort with powerful standard management.3. Chinese software industry and talent of software are discussed. The author induced current difficulties in software industry of China and researched exploitation pattern of talent in software industry of China. There are several discoveries. The first, we should united every social power to explore talent in software industry of China. The second, about talent exploitation we should attach importance to surroundings and mechanism. The third, for software corporations using person is as important as exploring talent. The forth, any single pattern isn't effective to software industry of China.
