China's Agricultural Safety Research

Agriculture is a foundation of our national economy. Entering 21st century, China's agriculture faces many difficulties such as deficient key resources of agriculture, the worsening agricultural ecological environment, low-efficiency and low comparative benefit of agricultural production, the problem of farmers' income and the anxiety of managerial system of agricultural production of our country after China's accession to the WTO. Being a member of WTO, makes the agriculture of our country in unfavorable status in the trade of agricultural products of the world. In not far future, our agriculture may get involved in the trouble of dependence develop and gradual marginalization. How to take the effective measure, to promote the agricultural sustainable development and the international competitiveness of the agriculture of China, and to guarantee that in the first 50 years of this century China's agriculture is safe, is the foundation of country's economic security of our country under the background of economy globalization.Under the economic globalization background, safeguarding the national economic security of a country becomes the primary goal to realize its national security. Strategic thought that report of the 16th Representative Conference of the Communist Party of China has proposed " maintaining the national economic security "; The Third Plenary Session of the 16th Party Central Committee has increased it to anew strategic height: to realize well, maintain well, develop well the whole nation's interests. And we must place the fundamental interests of the overwhelming majority of the people's on the outstanding position, take on account of the people first and guarantee economy's security. I, on the basis of studying domestic research results of agriculture's safe problem and in recent years, under the guidance of new country's economy security view, attempt to probe into safeguard and realize the safe thinking and countermeasure of Chinese agriculture.The full text is divided into three parts altogether:In the first part, on the basis of summarizing domestic research results about agriculture's safe intension, the author defined the intension safe to agriculture again, and analyzed the essential features of China's safety of agriculture and its position in the national economic security as well.In the second part, according to the article, the safety of China's agriculture was divided into grain security, agricultural ecological security, farmers' security and agricultural system safety. Referring to the outstanding agricultural resource crisis and the problem of China's farmers at present, this article has carried on deeper argumentation to agricultural resource security and farmers' safety. Meanwhile, because the public have paid close attention to worldwide food security question in recent years, the article have stressed the domestic food security questionas well while expounding the security of grain.In the third part, on the basis of putting forward the new agriculture security view, by solving peasant's problem, protecting the agricultural resource and agricultural ecological environment, improving grain integrated production capacity, promoting agriculture's international competitiveness and reforming agricultural managerial system, the author attempts to probe into right means and policy orientation of safeguarding and realizing the safety of China's agriculture in medium-long term of 21st century tentatively.
