Infrastructure, Industry, Regulatory Agencies Set The Mode Of Study

Infrastructure industry is regarded as the foundation of national economy and has important status in the economic development of one country. Because of its natural monopoly characteristic, no matter in China or other country abroad, governments always adopted strict regulation in these industries. In recent years, changes in the fields of natural monopoly, development of technology and inherent defect that government's structure couldn't be overcome, have caused the tide of relaxing regulation in competition part of infrastructure industry worldwide. Competition policy is replacing regulation policy gradually, mode of government interference is changing constantly too, while regulation mechanism and competition mechanism can supplement each other in many aspects, regulation mechanism is still essential in a middle or short term. For China's weak system foundation, the organization reform is still a important part in China's reform process. Complying with the new regulation trend, organization reform of the infrastructure field of our country is obviously accelerated. The research purpose of this paper is attempted to explore a kind of independence, transparent, high-efficient new mode and mechanism of regulatory organization, expecting to give the extensive organization reform of our country in the infrastructure field certain reference.This article adopts methods of theory analysis, comparative analysis and experience research. On the basis of reviewing study about organization's operating mechanism of regulatory organization, the article analyzes the inside institutional framework and operating mechanism of the organization. At the same time, this article also compared different organization modes from different countries, different system backgrounds and infrastructure industry of different regulation systems too. The theory researches derived the analysis frame; the comparative analytical method offers the effective evidence for the organization modes of different characteristic infrastructure industries.First innovation of this paper is that the paper analyzed the question from twoaspects, first is government organization theory, second is organization design theory, and combines the two at the same time. Although the two aspects have some differences, government regulation organization design can draw lessons from organization design theory also.Second innovation is on the basis of analyzing the theory of government organization and structure design, combining description of infrastructure industry's system restrain, analyzed infrastructure industry regulation goal and basic principle that should be followed. Learning from foreign establishment mode of regulation organization, attempts to design a mode of infrastructure industry.The article takes electrical power industry as an example finally, analyzed the course of regulation organization development. Combining government's theory and organization design theory, pointed out questions of new regulation organization in power industry and development trend of electric regulation organization in the future.
