The Research Of China-Africa Energy Cooperation In The Perspective Of Energy Security

Nowadays, with the increasing development of the global cooperation, the relationships among different countries are becoming strengthening. Thus, it’s obvious that all the countries’ economy not only experience the effect of global economic development, but also they influence each other. Consequently, under the background of industrialization, a nation can not develop without energy supply.Energy is the foundation for promoting economic development and human progress. Since mankind entered the stage of industrial production, oil resource, which is indispensable for a country, has become the "blood" of modern economy and social life. At present, the energy has become one major part of the world economic trades and competitions as well as the focus of political games among the world great powers for its immense effect.With the rapid development of C hinese economy, the demand for energy especially oil is increasing. Since 1993, C hina’s net exporter of petroleum oil import and export situation has drived a fundamental shift, which changes from the original net oil exporting country to a net importer of oil. C urrently, our country is the second- largest oil consumer and importer in the world, next only to the United States. Moreover, C hina’s unique natural resource features(rich coal, poor oil and less gas) has lead to a severe energy condition, in which C hina’s economic and social development has been deeply affected and restricted by the energy security problem, therefore, the issue on energy security has become a major problem that our country must face and solve. At the same time, in the era of globalization, the energy issue is not only an economic problem but also an international political issue. Hence, to ensure the national energy security, it is urgent for china to seek for reliable energy partners. In this situation, the cooperation among countries has become an inevitable way to solve the problem. As we all know, Africa has abundant energy resources, which can not wait to be developed and exported. This supply-demand relationship determines the cooperation between C hina and Africa in the energy sector. For this reason, the highly complementary China-Africa energy cooperation is an inevitable trend for mutual benefit and win-win cooperationThis paper has conducted a analysis on the present situation and problems of China’s energy security on the basis of the current international energy security condition, and thus reached the conclusion that C hina must seek for foreign energy cooperation at the moment. The abundant resources in Africa, long-established profound friendship as well as good strategic partnership between China and Africa have made Africa be one of the best partners of China’s energy cooperation.The current energy condition gives rise to the necessity and possibility of China-Africa Cooperation, and both sides make great efforts to promote cooperation. Based on the analysis of the favorable factors and the existent problems between the two sides cooperation, thus the following strategic methods have been put forward for better future energy cooperation: China should reinforce the cooperation with Africa, expand the C hina-Africa trade, enhance the technical support and financial assistance, strengthen China-Africa energy dialogue, set up the ocean security concept and intensify the maritime rights consciousness as well as strengthen the civic diplomacy of African countries.
