The recognition and specialty of the connotation and elements on Hayek's concept of liberty are the paper's main idea. The first part of the paper talks about the purpose that Hayek formed his own concept of liberty by combining his research for the traditional concept of liberty with the theoretical and period background of the forming of his own concept view is to distinguish the true and false liberty. The second part enunciates Hayek's definition on liberty and its ethical value by using his thinking style on the division of reason into the constructive one and the evolutionary one. The third part expounds the reason that chooses the limitation of reason, spontaneous order, separate property as the intelligible, legal, material elements of Hayek's concept of liberty on the basis of the recognition of the thinkers internally and externally that his concept of liberty is connected with economics and law. Finally the paper analyses the reasonableness of his view on the concept of liberty.By the observation on Hayek's new eyesight in the understanding of the concept of liberty, we know more about the relationship of his concept of liberty and the reason, the order and the property, we also know more about the clearness of the background, the stability of the value, the out-stick meaning of his concept of liberty in the political and ethical circle theoretically.
