Government Business Process Reengineering Analysis Model

Since the 1980s, in order to tackle the challenges from the domestic and foreign, the various countries have launched Government Process Re-engineering movement in abundance. As soon as it has been proposed, it obtains the government apparatus attention by its advance of thought quickly, and becomes the focus of management field. Although its implementation has obtained a series of prominent effects, simultaneously, it by no means completely like we hoped,it is not problem-free. There are a lot of reasons for the failure, lacking effective leader to support, lacking purpose, choosing wrong process and the analysis model is not integrated are all the important reasons that cause the failure. Among these reasons, lacking integrated analysis model can be regarded as the root of the failure. While, on one hand, the particularity of government process re-engineering needs special models that can meet the needs of GPR. On the other hand, by analysis, we can see, there is still little study on analysis model of GPR. The existing analysis models now used in GPR projects are the models of BPR, lack innovation and the compatibility. Therefore, this paper proceeds from characteristic of government's business procedure and GPR, proposes the ability and characteristic that models should possess, then compares and analysis the existing models on the basis of the ability and characteristic. After realizing there hasn't any perfect analysis model for GPR, this paper proposes a new model that can meet the needs of GPR better, and prove it through an instance at last. The article uses some methods such as theoretical analysis, case study, qualitative and quantitative method to make the research in view of the analysis model of government process re-engineering and draw some conclusions,which is worth profiting for the research of GPR. The paper divides into five parts: the first part introduces the rise and development of GPR, necessity for setting up analysis model and its present situation of research, draws out the necessity of research of models. The second elaborates the basic of analysis models, including its basic theory, basic concepts and steps. The third one proposes the particular ability and characters of the models for GPR based on the characteristics of government's process and government process re-engineering, which the model should have. And then based on these new criterions, analysis the present models. For there are not any prefect model for GPR, the forth aims at the insufficiencies, proposes an innovative model--extend Petri net based on EEPC. The fifth affirms the new model by bringing it into the process re-engineering for commercial permit application.
