Every year,about 200,000 people die abnormally and 2 million people are disabled because of public security problems in China.The economic losses caused by these problems account for about 5% of GDP.It shows that the emergency management system of public safety in China is not perfect enough.The impact of the rationality of emergency management process on emergency management can't be ignored.Therefore,study of emergency management process of public safety is of great significance to improve the level of emergency management.Based on the research of Petri net,it shows that Petri net is an effective model for describing distributed system.It can not only describe the structure of the system,but also simulate the operation of the system.Considering the state explosion problem caused by the high complexity of the problem,the generalized stochastic Petri net is chosen as the modeling tool.The process of emergency management of public safety is analyzed in detail,which is divided into four sub-processes: early warning,analysis and decision-making,emergency disposal and recovery.The operation process and relationship of these sub-processes are described.Then,the generalized stochastic Petri net is used to model the management process.In order to reduce the complexity of the model,the simplified formula of performance equivalence of the stochastic Petri net is used to simplify the model.Finally,the emergency management process of public safety is analyzed in the background of stampede incidents.The generalized stochastic Petri net model corresponding to the emergency management process of stampede events is established,and the validity of the model is analyzed.The performance of the model is analyzed by using the theory of fuzzy mathematics.According to the analysis results,it shows that the analysis and decision-making,emergency response and emergency response feedback are the key to process optimization.
