Nowadays, solving problems facing agriculture, rural areas and farmers in line with the need to balance urban and rural development is a top priority in all our work in order to establish a harmonious society. From the point of view of economics, the development and advancement of agriculture, rural areas and farmers need the urgent financial supports, among which The Rural Credit Cooperatives Union (RCCU) takes the main responsibilities and plays the crucial role in China. Along with the improvement of Chinese financial system and the development of marketing economy, especially the new round of deepening RCCU reform since 2003, the RCCU has preliminarily shown the vitality of vigorous development. As Chinese financial system reform greatly fall behind the requirement of economic growth, although RCCU has experienced normal reform, the operation mechanism weakness accumulating for a long period has also been exposing step by step. Now, RCCU is confronted with positive competition of nongovernmental finance, postal savings bank and a few of branches of state-owned commercial bank. Furthermore, China will completely open native banking market after 2006; the competition in banking market will become more and more scorching. The competition environment urges RCCU to pay more attention to strengthen internal management and improve marketing competition to shoulder the task of the development of rural economies. Under those kinds of circumstances, the tasks to strengthen Performance Measurement (PM) and Performance Management for subordinate branches are the keys for RCCU to improve the built-in control system and to reinforce internal management. However, PM in RCCU was in backward state for a long time. The evaluation method still followed traditional practice and was lack of innovation. For RCCU `s PM, Selecting suitable evaluation indexes and appraisement method and assessment technique is the key to a successful Performance Measurement activities. Based on all mentioned above, we can draw a conclusion that how to establish a PM system which is not only suitable for its operation characteristic, but also scientific, effective and maneuverable has important theoretical research meaning, as well as realistic meaning. This paper divides into four parts mainly: The first part reviews the definition of PM and it's the structure. Especially this paper analyses and comment on representative PM model systems and index systems respectively, such as Durban financial law, EVA analysis law, Radar analysis law and BSC analysis law, which would offer the nest chapter theory basis and reference. The second part is emphasized that PM system plays an important role on RCCU through the introduction of its condition. And then, this paper analyzes and appraises the PM in the RCCU and its subordinate branches, and discusses its advantage and the problem of existence. The focal point of third part discusses from three aspects, index system establishes and appraise computerized and the option of model, and attempts to found a New PM system, which is adapted to RCCU. Specific contents including Delphi Law and AHP law both applied in weight defined, effect coefficient law of appraisement model, successively average law applied in establishing evaluation criterion and so on. The forth chapter applies the new PM system and uses empirical method to conclude the City C-RCCU's 16 subordinate branches'operation performance, and then contrasts the output with former models in the interest of appraise the Robustness of the new system.
