After almost ten years of exploration for the reform, the Medicare insurance program started taking form. The rules and regulations were established, the responsibility of each party was clarified and a socialized management system has been in place. By admitting the advancement of the new health care system, we cannot deny the serious social problems generated because of the immature of the system, i.e. the Medicare needs for the vulnerable groups were neglected and unsatisfied during the process of system establishment. Many social members were impoverished because of the diseases. Such serious social problem reflects not only the lack of justice during the establishment of Medicare insurance policy, but also has deep negative impact on the improvement of citizen health conditions, a sustainable economical growth and the social stability. Consequently, the research on this subject becomes the focus of the communist Party, the state, the society and the intellectual.This paper discusses the problem of vulnerable groups inside the current Medicare insurance program through investigation and analyzes from a fair perspective. In the paper, we analyzed the possibility of further improvement and development of the Medicare insurance system.The paper consists of three sections. The first part introduces the evolution of the Medicare insurance system in China and the problem of urban vulnerable groups under the current Medicare system . In part two ,we study and analyze this problem based on theories of social justice. In the last part, we proposed the suggestions to realize social justice in the Chinese Medicare insurance system in the future and solutions for the problem of vulnerable groups.
