The Research Of Legal Mechanism Of Compensation To The Desertification Ecological Of Ningxia

Desertification is one of the major environmental problems in the world, is also currently one of the most prominent eco-environment problems, is one important factor whichi has long inhibited ecological environment protection、construction and social development in West China, seriously endangers sustainable development of China’s desert area around. Desertification do not only lead to the deterioration of the ecological environment, affects the living conditions of the people, but also causes the reduction of agricultural and livestock production, leads to the contradiction from people and land, induces and exacerbates poverty in ecologically fragile areas, which impedes the economic development. At the present, desertification is a serious environmental and socio-economic issues at the international level.Ningxia is one of the most serious desertification-affected provinces in China, its thress sides of West, North, and East respectively being surrounded by Tengger Desert, wulanbuhe, Mu Us Desert,whose desertification land area is about11,800square kilometres, which is a total area of17.89%. In order to furtherly control desertification land of Ningxia, protect the ecological environment and human living space in Ningxia, promote the sustainable development of Ningxia. This paper studies the laws of ecological compensation mechanism of desertification from China and abroad, thinking of the ecological compensation legal mechanisms of desertification in Ningxia, and making some recommendations, which provides the theoretical support for the law construction of the desertification ecological environment in Ningxia.First of all, this article describes the desertification and ecological compensation mechanism, then come up with the precise definition of the desertification mechanism of ecological compensation, analyzes causes and harm of desertification. Second, introduces some basic profile and results of desertification in Ningxia, legislative status of desertification in China and abroad, finally, to offer some thoughts on the ecological compensation legislation of desertification in Ningxia.
