Transfer of superfluous labor force in the rural areas is a big and complex issue as well as one of strategic importance. The ultimate goal of transferring rural redundant labor force is to push a balanced social growth of China, to upgrade the living standard of the populace, and to promote the comprehensive development of the individual. In view of the magnitude of the issue, such transfer must have scientific development concept as its guideline. Based on the above understanding, this paper focuses on five aspects: the first part is the rationale of the thesis, mainly analyzing the theoretic origin of scientific development concept, the background against which the issue was raised, the guideline for transfer of rural redundant labor force, with emphasis on the contents and requirements of scientific development concept; the second part dwells on the necessity of using scientific development concept to guide the shift of rural labor force; the third part elaborates upon the strategic importance of guidance of scientific development concept in shifting rural labor force ; the fourth part expounds succinctly the possibility of using scientific development concept to guide the transfer; the fifth part proposes concrete measures of exploiting scientific development concept to the guidance of rural labor force transfer.
