Interpretation Of The Political Culture Of Russia's Foreign Policy

The theme of this paper is rooted in the Russian foreign policy by political cultural interpretation. By analyzing the connotation of Russian political culture, the thesis inquiries into the influence Russian political culture has on its foreign policy and reveals the relation between Russian political culture and its foreign policy so as to provide a new analytical method for comprehending Russian foreign policy.In the first part, we firstly define the concept and connotation of political culture, and then analyze the relation between political culture and foreign policy on this foundation. Political culture refers to a set of political attitude, faith and emotion that spreads among a race or nation in a particular history period. It is affected by the geography environment, race qualities, religion belief, and the development of politics and economy etc. As an extremely important environment factor, political culture has great effects on people's political behaviors and political activities.The second part elaborates the characteristics and contents of Russian political culture. Affected by its geography environment, historical progress and the influence of different cultures at different period of time, Russia has gradually formed its own particular connotation of political culture. Its mainly includes "the historical responsibility", "the empire feeling", " edge", "big country doctrine" etc.. This kind of political culture, through the continuous explanation and initiation by Russian political elites, has already become the politically mental state, emotion and values of the Russian people, and the national will and strategic targets as well.Part three is the detailed analysis of the influence Russian political culture has upon its foreign policy from three different stages of the Czar Russia, the Soviet Union, and Russia today. Russian political culture not only determines the different conducting philosophy and social values Russian people have with otherpeople, but also has a far-reaching influence on Russian diplomatic tradition.Since the independence of Russia, its diplomatic strategy has always been on adjustment. Besides being subjected to the factors of the international order, big country relation and the change of national strength, it also has close relation with its political cultural tradition. Thus, a comprehensive understanding of Russian political culture is of great significance on the study of its diplomatic strategy.
