Choice Of The Administrative System Of Democratic Development In The View Of Law

In the late twentieth century, with the development of democratization throughout the world, the practices of modern administration and administration ruled by law acquired more and more elements of democracy. Administration and democracy begin to blend with each other. People's participation in administration has gradually become the standard of pursuing a new system value and judging a democracy. The democratization of administration turns out to be the trend of public administration reform nowadays. To promote our nation's democratization of administration is the inevitable result of the trend of worldwide democratization and also the trend of the administration reform and the development of modern administration.Rule by law and democracy are the mainstay of modern civilization and politics. As two fundamental dimensionalities of value for constitutional system, they are interdependent, with democracy being the prerequisite to rule of law and rule of law being the guarantee of democracy.The development of democratization of administration in our country is closely related to the progress of rule by law in China. The achievements in the field of administration have been all attained through the enforcement of laws and the rule by law. The standards of administration rights and the guarantee of civil rights are all marked with the rule by law. Only by means of administration ruled by law can the democratization of administration be achieved.Based on the analysis above, this thesis brings forward the idea of "systematic construction of the development of democratization of administration in the perspective of rule by law".
