Township governmental organization have played an important role in the rural socital structure . Recently , the organization have met many problems and a lot of criticism .Researchers and government workers have suggest many ways to solute the problems.It is asserted that the key to solute the problems is to overcome the problem of function displacement, in other words, the problem of goal displacement .It is to explain why the organization's goal displacement happens .The method of the study is case study . From the data, it concludes that both macroscopic and microscopic factors cause goal displacement . It is original and significant because it gives a new explanation of the organization's goal displacement , which helps to rethink about the ways of governmental reform at all levels, including reform at the township level ;it, by integrating the macroscopic and microscopic perspective , explains why some organization's goal displacement happens ,and in a way, it interpret how institution play its roles.The article consists of seven parts.Part one, "preface", introduces the reason why the author chose the topic.Part two is "the review of the past study of township and village governmental organization ". By reviewing and commenting on the past study , the author concludes especially that we should look the organization as both a structural unit and an agent; we should both study the relationships between it and other units and study the relationships among units in the organization ;we should focus on goal displacement.Part three is about "the study object and the method". In this part, the author gives the reason why he chose the cases and describes the method to accept data.Part four, "the concepts". The part operationizes and specifies the concepts.Part five is the "conclusion". It concludes that both macroscopic factors (pressuried system, institution about administrators' appointment ,promotion and dismission)and microscopic factors(the administrators' rational choice, centralization of power) cause...
