The Problem Of Migrant Workers And The Construction Of Harmonious Society

The appearance of Migrant Workers is the inevitable result of the modernization in China. The problems arising from Migrant Workers are attracting more and more attention and are in bad need of being solved. They are economic and social problems, and especially the political ones that are related with the social stability. At the base of having enough information, the author analyzes the reason and character of the problems of Migrant Workers, and discusses the dialectic relation between solving the problems of Migrant Workers and establishing Socialistic Harmonious Society. There are four parts in this thesis.In the first part, the author reviews the beginning and development of the problems of Migrant Workers, discusses the reason, and analyzes the characteristics of Migrant Workers group, including the fluidity, the puniness, the fringe and the complexity.In the second part, the author emphasizes the status quo of Migrant Workers and their effect to establishing Harmonious Society, and she thinks the status quo of Migrant Workers includes job restriction, unreasonable salary and the difficulties in social security system and the education of their children. Migrant Workers contribute greatly to the establishment of Harmonious Society. If their problems can't be solved well, there will be a series of challenges to it, e.g. to consolidate the class and mass base of CCP, to establish the city, and so on. Further more, the problem of some Migrant Workers' diathesis and the spill of country labor force will do harm to the social stabilization.So, in the third part, the author put forward that solving the problems of Migrant Workers is the intrinsic meaning of establishing Harmonious Society. Taking the meaning and characteristic of Harmonious Society, the author analyzes the establishment of Harmonious Society is good to solve the problems of Migrant Workers, and illustrates that solving the problems of Migrant Workers is the necessary requirement of establishing Harmonious Society.In the last part, the author gives the advice to solve the problem of Migrant Workers. First, we should strengthen the integrative management of Migrant Workers, including regulating the migrating direction and quantity of Migrant Workers, strengthening the management and construction of Migrant Workers, the security management of them and ideological and law education. Second, we should ensure Migrant Workers' legal rights, including jobs such as setting up the social security system, organization of vindicating rights of Migrant Workers, improving their knowledge and solving the education problems of their children. Third, we should break the dualistic system, and diminish the distance between rural and urban areas, and put more effort on reforming the Hukou system, eliminating the rampart between cities and countries little by little, establishing the unitive and canonical labor market, making overall plans and take all factors into consideration, and expediting the reformation of correlative system. Fourth, we should advance the construction of urbanization, and improve the modernization level of countries, including developing the villages and towns' enterprises, expediting the construction of small towns. In a word, according to taking a series of measures above, we should solve the problems of Migrant Workers reasonably, so that we can accelerate the establishment of Harmonious Society.
