The community is the basic unit as well as its organic part of society. From 90's in last century when our country started promoting community construction, the city community got a fast development. At the same time, the community volunteer service had been developing gradually. Currently, the community volunteer service in special areas is developing well, but its development is unbalance in the whole nation. Since the public's understanding toward volunteer activities appears limited, the participation intention of residents to community volunteer service is not high. Based on above analysis, this research examines the volunteer behavior in the context of an integrated behavior intention model that incorporates a wide variety of important factors from previous research on volunteer behavior into a single theoretical framework provided by the Theory of Planned Behavior (TPB).The research model was tested using data from a sample of respondents from Beijing ZJ community, each of whom completed a survey. Overall, the results suggest that this model fits the data well and indicate that the TPB is able to explain the volunteer behavior intention of residents. Moreover, they show significant meaning for research on volunteer motivation in China. According to the research conclusions, the author also draws some policy recommendations and strategies for community volunteer service.
