Since the reform and opening policy have been carried out in china, the transformation of social interest structure is the most obvious and central one .along with gradual promotion of market economy in china, adjustment and differentiation at all degree in social interest relations began to emerge. And the following are the main expressions: the pluralizing of social interest subjects, the differentiation of interest ideals, the variety of inertest-pursuit styles and the conflict of interest relations. In the meantime, though the construction of institutions in the area of policy participation is developing, there still exist many problems Chinese contemporary policy participation system, and as a result, it's hard to satisfy the participation demands of various interest subjects increasing, the nature of participation organizations is simple, lacking practicable laws, being short of participation channels, the nature of participation is scarce. Based on the analysis above, this thesis proposes the measures to perfect the citizen policy participation system from five aspects as follows, to regulate the functions of representative institutions, demonstrating institutions and integrating institutions of public participation system front five aspects as follows, to perfect the citizens policy participation system from five aspects as following: to regulate the functions of representative institutions, demonstrating institutions and integrating institutions of public opinions; to strengthen the building of relevant laws and institutions; to renovate participation mechanism; to create proper organizations for policy participation, and at last, to develop grass-root democracy, and so forth.
