| The international terrorism begins at the early of 20th century, some organizations or persons unceasingly implement harm humanity's behaviors based on various motive or goals, like kidnaps the aircraft or the hostage and so on. Such behaviors become more and more seriously in international society, and gradually develops the sense of organization and counter, even has some political color the international terrorism crime. It is now the international society universal attention hot topic, especially after "9.11" event, how to prevent and the punish terrorism crime becomes the key point of international society and various countries' day by day. Because the terrorism crime has characteristics of international,transnational, organized, action various and harm gravity, our measures against terrorism crime are old-fashioned, our criminal law counter measure and the non-law measure is also far from the adaptive degree. Facing serious challenge today, people already pay attention to how to prevent and punish terrorism ffectively. It is a realistic question which now international society and various countries' government is urgent needs to solve, also was an important issue which the present international criminal law educational world urgently awaits thoroughly to deliberate. This article altogether is divided six chapters. 1st chapter is about international terrorism crime limits, mainly on elaborated international terrorism crime's definition and the characteristic. 2nd chapter summarized the international terrorism crime constitution. The 3rd to 5th chapter are the main body. Thoroughly analyzed the terrorism question's social root of production and development, separately studied its challenge to international law, reviewed legislation and practice of stopping and attacking international terrorism crime. The last chapter emphasis the strengthened countermeasure on international terrorist crime and put forward the corresponding proposal and the measure.
