In the background of building an overall well-to-do society and constructing a harmonious socialist society, the majority is improving their requirements on the ruling ability of government the working ability and job attitude of civil- servant-team directly decide the qualities and effectiveness of governmental work, and are connected with the ruling levels and administration abilities of government at all levels. A survey on the Internet shows that civil servant group is one of those that have the highest job burnout feelings. The problem of job burnout will affect civil servants' working attitudes, working effectiveness and qualities. Therefore, the investigations on the civil servants' job burnout are significant.This essay is aimed for Kunming City, the capital of Yunnan Provence, including the systematic investigations and analysis on the job burnout, self-efficacy and work performance (and the others) states of the civil servants in Kunming serving for city goverment The author, after summarizing the related research, presented a researching idea, surveying and analyzing the states --the job burnout, self-efficacy and work performance of the civil servants in Kunming serving for city goverment—and the relatives among them deeply. The followings are the conclusions by studying the substantial evidence.1. The civil servants of Kunming City have slightly hob burnout emotion, which is mainly presented in the understanding of the job value and the lower self-efficacy caused by the insufficient job creativeness and challenges.2. The civil servants speak highly of their self-working ability and work performances.3. The civil servants' job burnout feelings cause the positive or negative influences mainly via self-efficacy.Focusing on those conclusions above, the author tried to make positive exploration on such aspects as follows to eliminate the negative influences of job burnout on jobs. One is the mental adjustments, trying to interfere with the job burnout feeling of individuals, while the other is to take the measures on organizational aspects:1. To strengthen and modify the mechanism of civil servant flow, such as, the shifts;2. To facilitate the rational distribution of qualified people resource, through the effective forms, as the market mechanism of civil servant flow, the system ofcompetition for posts, and examination in public, etc.3. To strengthen and modify the civil servant encouragement system;4. To help civil servants design their careers;5. To build the fair and harmonious administration atmosphere;6. To develop mental education for civil servants.
