Our country government organizational reform enters a new time, government reforming becomes a kind of inevitable tendency, the strengthened government's public service function also gradually moves towards the practice stage from the fundamental research. The question is the role of government in public services, to fulfill the core functions of government, promoting economic growth and social progress of major theoretical and practical issue .At present, strengthened and improve government public service has become the key to building a socialist harmonious society, the significance is huge.
