Change In The Functions Of Our Government, People-oriented Administrative Values

There was abundant people-oriented thought in the traditional administrative culture of our country, which played an important role in the development of the feudal society of successive dynasties. The western humanism ideology emphasized on the respect of human's nature and the maintenance of human's rights, and intensively attacked the feudal despotism and its spiritual supporter-theology. Although these conceptions were standing for the dominion and benefit of the ruling class, they are still having significant influence on the modern administration as well as the governing at that time. The third conference of 16th National Congress of CPC proposed the scientific outlook on development, which makes economic and social development people-oriented, comprehensive, balanced and sustainable, and emphasized that all of government's work must carry out this instruction. The scientific outlook on development includes not only the development of economic and politics, but also the basic and central position of people in government's work. In the other words, the core of the scientific out look on development is people-oriented.As the development of our country, a new government adaptive to the socialism marketing economic is needed. At the same time, our country faces many new issues in the new century, which calls for higher requirement of the government functions. Therefore, what direction does the transforming of government functions head for and how does they transform are becoming the centurial topics. Although having been put into practice for many years, the reforms in the past were mostly encircled by the establishment of government apparatus, and there was no substantive effect in function transforming. The"controlling and all-powerful government"still exists, which causes serious absence of people-oriented value in government function, and the government couldn't serve and answer for people better. There are many anfractuous reasons in this issue, but in the final analysis, the most importance is the basic value orientation. Therefore, the transforming of government function should start with the transforming of administrative values.Taking the people-orientated value as the basic administrative value of our country is determined by the quality of our country. The people-oriented value is the ultimate goal, behavior criterion and moral foundation of the public administration of our country. So this paper advocates molding people-oriented administrative value and setting up a new people-oriented government, and later on, it mainly discussed on how to construct the function forms as well as the system arrangement of the new people-oriented government.
