Civil servant, who is recruited by merit system, is the essential phase of certain administrative aspects of government. The incubation, produce, development, and consummation of merit system in China act in theoretic and practical parts, especially after Civil Servant Laws in PRC has been formally implemented.Elaborated the history of merit system and domestic and foreign relationship from the merit system of nowadays dating back Imperial Examination System in ancient China, in the meanwhile, compared china against western merit system, and analyzed the achievement, problems and root cause of the problems, two main problems are identified in this dissertation. The 1st one is system setup, including incomplete regulation system, unstable structural model, incomplete supervisory mechanism and unreasonable rights assignment, and the 2nd one is system operation, including low recruitment credibility from unscientific written examination and interview, low recruitment efficiency caused from overheat examination registration, high cost of examination, and limiting time of post and restriction of external environment. It tries to expose under new situation, improving value orientation of examination system to change the conflict with unofficial system, which includes competition and encouragement, equal participation, fairness and efficiency, democracy and legality. Four suggestions for current policies are concluded:1.improving regulation system, and realizing legalizing; 2. setting up standard examination system nationwide gradually and increasing the stability; 3.improving supervisory system and setting up restrictive mechanism ; 4.setting up exam charge department separated with government administrative system to achieve effective rights restriction and execution approach. So, realizing high credibility, efficiency and innovation of examination could be used as execution approaches. Synchronously, questionnaire applying theory and reality attests the conclusion.
