| It has been 20 years since the promulgation of "The PRC ' s Rural Community Committee Organization Law (tentative)". These years we have achieved considerable success on the primary level democracy in which the villagers' self-government is the centre ,but there still exist some problems . It will be very important both in theory and in practice to analyze the problems profoundly and systematically .Basing on the analysis ,to give some corresponding advice on how to push on the rural democracy will be very helpful for the development of it , for the construction of the new socialist village , for the full implementation of the viewpoint on scientific development and for the building of harmonious society . In sum up , the development of the rural democracy has gone through several stages , that is from the rudiment , the exploration and developing to the continuous perfection . It opens up a new route for our Party to lead the peasants to be the masters in the primary society affairs .It enhances the peasants' consciousness and abilities of democracy , improves the rural cadres' qualities ,furthers the steady of the rural society , promotes the rural economy and culture ,and consolidates the Party's leadership in the rural area .It lays a foundation for implementing the policy of scientific development , for the construction of socialist harmonious society and for the building of the new socialist village .At the back of these achievements , however , there is also something unsatisfied . It manifests in several ways , such as the unbalanced development of the rural democracy , the excessive autonomy in some rural parts , etc .Some rural cadres lack the quality to fit in with the needs of the rural democracy . In some parts , there exists concealed power .Although the causes of these problems are complicated and varied , the main reasons are the unbalanced insubstantial economic basis ,imperfect system ,uncompleted legality ,traditional back-looking culture psychology and the restriction of the rural social environment . In order to solve these problems right once and for all , and keep the rural democracy developing effectively and healthily , the tactics should be focused on economy ,culture ,system ,law and environment .At the same time ,we should energetically devote major efforts to popularizing the policy "College Student Rural Cadre ".If we take these countermeasures ,we can solve the problems in a comprehensive way with all-round consideration . |
