The Status Of The Government Accountability And Build Path

The government accountability system is not only necessary for modern democratic politics, but also the practical demand to improve political environment in our country. As a perfect system, the government accountability system is used for investigating all the behavior and its consequence of government. It has great significance in building up responsible government, service-oriented government and government ruled in law.This thesis starting with the concept of responsibility discusses the means to implement the government accountability system. The thesis is divided into four parts: the first part puts forward the theoretic analytic basis of the government accountability system. It starts with discussing government responsibilities and elicits the meaning of the government accountability system. It points out that this system should be run by the theory of power-monitoring, perfect governance , taking people as roots , government ruled by law. This thesis also explains that the system can run well unless the next three conditions are met: clear government responsibilities, crystal government affairs, perfect monitoring system. The second part sums up the reasons and values of pushing the government accountability system. From theories and practice, it explains the reasons of the occurrence of the system: to solve the government interior problems relies on it; western developed government accountability system has great effects; we have got some effects from practice. This part also makes deep analysis on its values for constructing responsible government, Service - oriented government and government ruled in law. The third part sums up the obstacles in carrying out the government accountability system. Although we have gained by this system, to perfect this system still faces many obstacles both from ideas and systems. This thesis makes analysis on these obstacles from two aspects: traditional political idea is deep rooted in people's mind, the awareness of asking accountability is dim, the responsibility awareness is lacked, the idea of government ruled in law is weak; the borderlines of government functions are blurry, the administration is not crystal and so on. The fourth part puts forward the routes to establish and perfect government accountability system. Pointing to these obstacles, this thesis puts forward corresponding measures.In conclusion, the government accountability system is very complicate. As long as governments from all levels and officials make great efforts, we can establish a high-efficient and modern government.
