As political democratization of China continues to go deep into, accountability of government has already been an important aspect of government democratization reform, and it has also been a hotspot discussed and researched by media and theory circles. "Power means responsibility and using power must be monitored" has been a law of democracy. How to make new accountability of government into fine system which can realize restriction to power of government is a matter required to be settled in theory and practice.Preliminary remark of the paper demonstrates responsible government should be monitored and it also indicates source of power and constitutional gist of toeing the scratch.The first part analyzes systematically the basic contents of the accountability of government including concept, connotation, basic principle, character, and difference from correlated notion; and nail down the basic frame of system about accountability of government and indicate it is an entity and procedure dealing with irregularity and breach of duty of government.The second part mostly discusses necessities and practical significance of establishing system about accountability of government. Necessities of establishing system about accountability of government include advancement of democracy, establishing responsible government, and realizing balance between power and responsibility. Practical significance is helpful for government reform in a period of changing model, building civil servant team and building new type of administration ethic to form a fresh administrative culture.The third part mainly narrates successful experience of system about accountability of government in some important western nations and this part summarizes its specialties involved three: the first is to restrict power through other power, the second is to regulate power through law, the third is to inspect and control power through right. All those make a foundation for further demonstrating establishing system about accountability of government in China, and its successful practice also gives us a use for reference. The fourth part mostly introduces research and practice about establishing system about accountability of government from center to district in China in recent years and also analyzes carefully and meticulously existent problems and deficiencies of current system about accountability of government.The fifth part gives the countermeasures according to the problems and deficiencies mentioned in part four. They are to cultivate civil servant law notion and improve their consciousness of responsibility, to perfect law about accountability of government and to make accountability of government under the frame of law.
