With the development of the market economy, the government has been playing the role of the subject of public service, and it is necessary to establish the serving government. The scholar circle, the central government and the local government have done much work for the establishment of the serving government. The starting point is " taking human as the foundation, taking the citizens as the foundation", and the key to realizing it depends on the abilities of the government, which will assure more service and convenience for the citizens. The powerful government has the great energy for governing the society, competent of reaching the governmental goals efficiently and implementing the idea of "taking the citizens as the foundation". However, in the course of constructing the serving government, the shortage of the governmental ability has influenced the overall construction of the serving government, and therefore, it is necessary to make research on the ability of the serving government.The article focuses on the ability of the government, and makes relevant analysis of the basic theory, and does systematic study on the ability of the government in the perspective of the serving government. The article poses some suggestions about the ways to improve the ability of the serving government based on the analysis of the advantages and disadvantages lying in the ability of the serving government in hopes of contributing to the concerning research on the ability of the serving government.The article is divided into five parts:Part one is the introductory body. It mainly introduces the background for the study and the sense, and generalizes the studying situations regarding the governmental ability home and abroad, and the train of thought for the study and original ideas.Part two is about the theoretic basis for the governmental ability study. It states the important elements of the governmental ability in details, and then the manifestation of the governmental ability in brief, and lastly analyzes the main elements that has effect on the governmental ability.Part three studies the governmental ability in the perspective of the serving government. It defines the nature and the features, then states the standard for the serving government, which will be helpful to the further study of the ability of serving government.Part four evaluates the governmental ability in the course of constructing the serving government, and analyzes in details the advantages and disadvantages of the governmental ability.Part five advices the ways to improve the ability of the serving government. With the analysis of the shortcomings of the governmental ability in the course of constructing the serving government, the article poses the suggestions for improving the ability of the serving government.
