The social department in government mustpromote to publicize the charities, and strengthen to manage the charitableorganization to work well; Fast growing and expanding of the civilian-run economy inChina and raising of the comprehensive quality all creat the more favourableconditions for the development of nongovernment charity. The enterprise cancontrbuilt to volunteer services by donating directly to the volunteer organization anddonating for some subject and providing the funds of some item and associating withthe volunteer organization and so on; the volunteer organization must make definitethe mission of it and train the talents that organization need and strengthen theself-discipline development and pay attention to foster the organization faith. Besides,the volunteer organization may directly obtain what it need by doing business; If wantto increase the civil realization to volunteer services, we must draw lessons from thetradition and train the volunteer culture. And there are two inevitable ways that are thedevelopment of civil capital and civil consciousness.
