And financial law as the important part of macroscopicregulation law. it brings into indispensable play in harmonizing the balance of thedistrict economy. The meaning of financial law's regulation of the developing indifferent districts' economy is that the government guides, regulates and controls thedeveloping of district through financial policy and financial medium according to thelaw, which can realize the goal of balance developing in different districts' economyand the fair competition in different districts.In china, during recent years, Chinese government increases the strength ofharmonizing the developing in different districts through a series of methods withinthe financial law and has made some effort. However, it does exist a lot ofshortcomings and inadequate when central bank's macroscopic regulations, the law ofcommercial financial and policy financial and so on realize the humanized develop indifferent districts. Till now, the financial laws can't effetely support the harmonizedeconomic develop in different districts, even which cause the limited financialresources outflow in vast west developing parts, enlarge the lack of the districtseconomy developing fund. In view of it, how to realize the effective regulations onharmonized economy in different districts through the financial law is a problemworth of studying. This paper studies the financial law which harmonized the district's economyfrom the below four parts.The first part: connotation and theorist basis of the financial law regulation onthe harmonized district economy. In this part, it mainly proposes the conception offinancial law regulation on district economy's harmonized development andparticularly analyzes on its connotation. It should be some theorist supports when thefinancial law regulates the harmonized developed in different districts. This paper payattention to the practical aspect that the market divergence needs the government'scorrelate and the differences in different districts, and it illustrates the theorist basis ofthe financial law regulates the harmonized economic development in differentdistricts.The second part: the financial regulation law overseas and it plays the referencerole. Studied and compared with the financial law's regulation in USA., Japan,Germany, it can be found a lot of inspirations including regional regulation of thefinancial macro-control regulation law system, construction pluralistic commercial offinancial setup, playing the role of policy bank, setting up the employment funds indeveloping regions and establishing the financial organization and regionalemployment management organization.The third part: the present conditions, the existing problems and the analysis ofthe cause about the regulations of Chinese regional harmonized economy. Thefinancial regulations is very limited during the process of Chinese economydevelopment, the existing financial law regulation system basically isn't care aboutthe conditions of the differences between different regions. And on this paper itanalyzes the existing problems in the regulations of the economy development, andanalyzes the existing problems from three aspects, which are regulations of centralbank, commercial finance, and the policy finance.The fourth part: the suggestions of improvement of the law system aboutChinese regional harmonized economy. It is worthy for us to study the construct onabout the financial regulations of regional harmonized economy development. On this paper, the writer poses the goal and the principle we should obey when we constructthe financial regulations' law system. During the process of Chinese regionaleconomy development, the regulations of the financial law should insist in lawregulations, suitable regulations and other principles, then we can attach the goal ofthe harmonized economy development and the fair competition. First, it shouldimprove the system of the regulations, and the adjustment of the differences. Second,develop the commercial finance, and improve the activity of the financial commercial.At last, we should improve the policy financial system.
