Because Transnational Electronic Commerce's convenient > rapid and low cost characteristics, extensive consumers are in favor of it. Meanwhile, its global,suppositional characteristics have also bring large amount of problems on consumer protection, such as: protection of consumers' privacy, business insurance, rights of scathe compensation,formatted article problem,jurisdiction problem and non-litigation dispute resolution problem, these problems have gravely affected consumers' confidence to Transnational Electronic Commerce , have blocked development of Transnational Electronic Commerce of B2C mode. Besides Transnational Electronic Commerce self's suppositional, global, technicality, and the main body does not have equity status, commercial trust building mechanism,Transnational Electronic Commerce non-litigation dispute resolution have not been found,jurisdiction and dispute resolution are difficult to be in harmony are also the reasons.Our country's "Electron Signature Law" goes into effect formally on April 1, 2005; this is the first legislation on Electronic Commerce field in our country. But the contents of consumer protection in the context of Transnational Electronic Commerce of B2C mode are very limited. Make a general observation of our country's available lex, protection regulation of Rights and Interests of consumers on Electronic Commerce only scattered in "Contract Law", "Consumer Protection Law", "Safeguard of Computer Information network on international Internet". Among them, regulations about consumer protection in the context of Transnational B2C Electronic Commerce in "Contract law", "Consumer Protection Law" are not applicable. In the "Electronic Commerce Law (model law)", there are only one chapter to regulate the protection of individual data. Relative to vigorous Transnational Electronic Commerce of B2C trade, our country's legislation of it is lagging terribly. Under this background, the article analyzed the reason why it's difficult to protect consumers' rights and interests in Transnational Electronic Commerce of B2C mode, compared international legislation mode on Transnational Electronic Commerce of B2C mode. And combined other countries' legislation experiences with our country's reality; bring forward my own view on the establishing of our country's legislation protection of consumers in Transitional Electronic Commerce of B2C mode.
