Civil Society Development And Government Responsibility

As the socialist market economic system established, the Chinese society has undergone profound changes, the state, market and social separation, which hastened the birth of an independent state and the market outside of the public domain, the public domain in the modern political vocabulary, known as civil society. China's civil society is different from the West, its emergence and development has a strong Chinese characteristics. Civil society in China indicates that the social freedom and increasing degree of autonomy, autonomy has continually increased, and the citizen awareness growing, civil society's participation in the state issues become reasonable and orderly, the state and civil society achieve positive interactions. The cultivation of civil society has positive significance in the building of socialist harmonious society and the effectiveness of governance reform.After 30-years' reform and opening up, from initiation to development, civil society has been a great success: civil society's advantage plays a positive role in political, economic and social fields. The individual rights of citizens are established, social equity, fairness are preliminary trained. However, it should be seen, the development of civil society in China is still at the preliminary stage, the whole civil society is still relatively weak, there still exist many obstacles such as polarization of the social structure remains very serious, socialist democracy need to be steadily push forward, the moral system is still vulnerability, the society lack of credibility, weakly citizens awareness and the mismanagement to the organizations of civil society. According to China's specific national conditions and the social reality, the Chinese government will play a very important and irreplaceable role in nurturing civil society and to overcome these obstacles. The public management must be based on a people-centered, scientific development, democracy and rule of law. The government must be one hand work hard to protect civil society's good and fast development, thus, lay a solid foundation for building a socialist harmonious society. And on the other hand have a reasonable certainty on the direction and the degree of civil society, and to prevent any disharmony factors on the development of China's economic and social.In this paper, the first step is establish research object by making clear of the concept of civil society, and then, analyze the significance of civil society in China, as well as the development of civil society in the modern sense in our country. On this basis, considering China's specific conditions and the establishment of harmonious socialist, the Government plays a leading role in nurturing civil society. And at last, give some specific behavior recommendations with a view that all above can contribute to early realization of the cultivation of civil society and the establishment of harmonious society.
