On Citizen Participation In Local Governance In China

Globalization and new public management implement the transition of governance. As the important content of political development and the new program of civil society, the concept of local governance shows strong development trends. How to effectively deal with the problems in the process of civil participation in local governance, and how to construct the mode of civil participation in Chinese local governance are this study's main contents. Local governance should absorb the experience of western countries and the theories such as governing theory, polycentrism government, civil participation and social communitarianism, find the principal of civil participation to make the civil participation of local governance root in the politics and economy market of our country. To construct a new live system of local government development, thinking the civil and civil participation as the center, facing the civil and civil demand, motivating the positive civil identity, achieving virtuous mutual relation between local government and citizen.This thesis chooses four theories, including governing theory, polycentrism government, civil participation and communitarianism as the theoretical basis, expounds civil participation is the inexorable option of local governance from the perspectives of civil individuality and the result of the local governance, summarizes the main forms of our country's civil participation in local governance including election, village autonomy, community autonomy and so on, and points out the problems and reasons. Absorbing the experience of western countries, local government should change idea, develop the consciousness and ability of civil participation, norm and perfect civil participation, so hold the responsibility of carrying the civil participation forward.
