Changsha City, The Legal Aid Operation Mode Research

In our country, a fairly legal aid system has been built up through the conception of leading to the system forming preliminarily. The functioning pattern of legal aid system has been formed.The modern legal aid system was built up during the 50's of the last Century. For being built up on the base of the constitutionalism and in the hope of equalities, ruling by law, human rights and fair, the legal aid system has given greatly important rein to the human's political affairs in our society. It became a means to get legal procedure fair, ensure the human to get administration justice, who have financial difficulties and are not able to pay for law-services. And it has much use reference for our legal aid system. In Changsha City, the legal aid system and its function pattern, from its building up to now, functioned for only about 10 years, but there are some problems in the function, such as financial difficulties, human resources short, and the function system are not going on smoothly.The article tells the differences about the legal aid system's function pattern between its interior and external structure. And from this, many detailed analyses are made on the interior structure and external expression form. Using science of law, public management and economics theory to probe into the reasons of the function pattern, we put forward the ways and suggestions to deal with them.Some foreign legal aid system function patterns and the reforms have much use references for ours.
