Evolution Of CPC's Way And Thinking

The ruling way is one of the important contents in incumbent party construction, and is the realizing form of its ruling capacity. An important standard of the ruling ability for a party is whether its ruling way is scientific, reasonable and efficient. Deepening the research on this issue can enlarge the width and depth of the research in the ruling theory of CPC ,summerize the historical lessons,provide the theoretical basis for the change of the present ruling way and the construction of a new one.For the ruling Communist Party of China, both theoretical value of strethening the reseach on the ruling way has practical needs.The text adopts the history and the present ,the theory and the practice,etc. Based on the CPC's historical background, the text is attempt to summarize content and means of the ruling way of the Communist Party of China and looking for the efficient means of its ruling way to establish a scientific, reasonable and efficient system of the CPC's ruling way.This text is consisted of three parts:First,around the history main line,the analysis of historical evolution of the CPC's ruling way. According to the different district and the relationship between the ruling party and country regime, between the ruling party and the law, between the ruling party and the mess groups and social orgnizations,This part divides the history of the CPC's ruling way into four periods, namely: the period of pro-library; from the period of post-library to civilization revolutionary; the period of during the civilization revolutionary ; the period of post-reform and open. It is my aim to found the right direction of the CPC's ruling way. Finally, this part points out: many successful experiences had been accumulated ,but there are many lessons in the traditional CPC's ruling way.Second ,the research on the traditional CPC's ruling way. Based on the analysis above, the text points out: there are many problems in the party's ruling way: party's form of democratic ruling way is not consummated ;the phenomena of concentrating the power excessively still exists; the phenomena of the power going bads is outstanding, which makes the party have the danger of escaping from the mass ; lacks the mechanism of valid power inspection. the reasons are various: it has closely related to the way the Chinese communist produces and the path the Chinese communist obtains the position of heading the government;the influence of the traditional and political culture of our country remains ;the economic factor has the influence on the CPC's ruling way; that the idea governed by law is weak and the law system is not sound is one of the important reasons.Third,discuss the necesity and the press of creating the CPC's ruling way ;then ,point out the disposal of the Communist Party of China's ruling way construction in order to found some efficient method of its ruling way, mainly displays in: further bring up the relation of party and government, party and mass, party and the law; establish the perfect democratical inspection system; develope democracy ;insist on governing by law and so on.
