The administrative powers of the villages and towns have been constructed with a long history in our country. After China was founded, the constitution and laws granted villages and towns the administrative powers and from then on it developed continuously. Since 2000, with the deepening of the structural reform of the administrative powers in villages and towns, the administrative powers weakened again and again even disappeared. At present the administrative powers sink into a predicament, and the legal functions and powers can't be exercised. The situation not only runs counter to the constitution and laws, but also influences the construction of Socialist new country and harmonious society. Therefore, the thesis reviews the history of the construction of the administrative powers in villages and towns, and analyses the current situation of the construction of the administrative powers. Combining the reality of the work in Chinese society and agricultural village, the text puts forward that the construction of the administrative powers should step gradually on the road of self-government and stick to general orientation on democratic self-government. It also puts forward the system design of the transitional period and the correspond measures and targets according to the inland theory and use the experiences of other countries'constructions of political power at the grass-roots level.
