Problems During The Process Of Decentralization Of Villages And Towns & Coping Strategies

The eighteenth Congress of the Communist Party of China has put forward a concrete target for deepening the reform of administrative examination and approval system,and reducing the decentralization will become the guiding ideology of governing principle politics over the next few years.As an important part,the township administrative system reform was brought to a new height again.Through decentralization to the village and township level government,it meant to transform the functions of the government to optimizing development environment and providing public services.The new democratic revolution,village and township level government function positioning has always been controversial.Since the founding of our country,the villages and towns reform has been carried out for many times,but the effect is not satisfactory.Villages and towns reform becomes a deepwater area with the most difficult and has the most amount of realistic problems.In 2010,the central decided to launch the pilot reform of the developed township administrative system work.The central chose some towns throughout the country to carry out the reform of the administrative system,as experimental fields to promote the development of urbanization and realize urban and rural areas as a whole,intending to find the system constraints,compare the mechanism differences,seek the solutions and break the development bottlenecks under different regions and different conditions,so as to promote the government administrative system reform,speed up the construction of basic systems,enhance attractiveness and capacity of villages and towns,and construct a number of distinctive towns and small cities.In 2014,Jiangsu province decided to choose 20 towns over more than one thousand villages and towns as pilots.When the work is in full swing,the Central Editing Office,Public Sector and the State CouncilLegislative Affairs Office,and National School of Administration will be invited jointly to make assessments as a third party.Providing the assessment is unqualified,social satisfaction is low,or rectification is not in place,the pilots will be disqualified.At the end of 2014,Taizhou officially issued " Guidance on the decentralization reform work of key towns(Park)"(Office of Taizhou [2014] No.45),and Xinqiao town of Jingjiang was in list of the decentralization reform.Xinqiao town has been required to be the pioneer and vanguard of Taizhou.This paper summarizes the successful experiences in the pilot process,studies the existing problems,analyzes the causes of the problems,and then puts forward coping strategies,through the development situation of Xinqiao town,since the launch of decentralization reform in October 2015 officially,hoping to provide some reference for the promotion of rural decentralization.
