Study Of Ways To Realize Our Leaders Accountable System

Early since the beginning of 21st century, central and local government in China has highlighted accountability in the administrative practices. At the same time a lot of regulations and stipulates have been enacted. Viewing the tendency of administrative power, we will find it tend to expand. Especially the power of the leader is incline to be larger and larger because the complexity of managing the modern world. Even earlier the western world realized that market-economy has some defects in nature, namely the disorder of market competition, the failure of public goods supply and so forth. So they began to switch to a market economic system with the intervention of the government. Ever since, the power of leader has expanded.We have to admit that the expansion of the power of leaders is reasonable and necessary. But, the expansion of power incurs more risks. The essence of power is the right of administrative free decision. To hold leaders into accountable means limiting the realm of administrative free decision. So problems come with the judging this limit. Because administrative free decision is something concerning different values in administrative realm, it is difficult to judge the decision and its practices and results. Even though, the right of administrative decision has its own law. We shall find more rules about it. This article suggests some solutions to this situation aiming to enhance the present accountability system.China has embraced a prevailing"accountability storm"since 2002. Thousands of officials have been charged and lots of chief leaders have been forced to resign. At the same time, local governments initiate different versions of act in order to hold leaders into accountable. These local acts really move forward with the accountability of the powerful leaders. As a new experiment, these acts were made locally and had strong meaning of local stipulation. They, by nature, have some defects with no definition of principles, standards and procedures. With the low level of maneuverability of the act, the accountability system is obviously influenced by the chief leader. So the actual practices are always arbitrary. That is why the accountability system is undermined.This article begins with the accountability cases with the outbreak of SARS. It will analyses the backgrounds of the cases and relate to some relevant theories. Meanwhile it is keep close eye on the accountability problems in the western word hoping. We expect to put forward some helpful solutions to the present problem so that it could facilitate the building of a government of accountability in China.
