The study focused on the characteristics of administrative leader and accountability of administrative leader on the basis of the previous research about accountability. We discussed the relationship among administrative leaders' characteristics, justifying, justifying, conscientiousness, initiative and performance in public sectors. We studied the characteristics of administrative leader and accountability of administrative leader under the factor of administrative leader's position level, accountability of administrative leader and performance under the factor of process of accountability respectively. At the same time, we would provide some suggestions for appraising accountability of administrative leaders through questionnaire survey, and interview analysis.During the research, we adopted interview and questionnaire survey. The questionnaire survey consists of two parts: questionnaire survey for explosive research for accountability of administrative leader and questionnaire survey for confirmatory research for the relation between accountability of administrative leader and performance. The hypotheses were largely supported. The main results were mentioned as follows:(1) Accountability of administrative leader included justifying, conscientiousness and initiative.(2) The accountability of administrative leader and the performance had a significant influence. Four accountability dimensions affected performance directly.(3) The characteristics of administrative leader included style of decision-making, pressure management and uncertainty avoidance. We predicted part of accountability of administrative leader through the characteristics of administrative leader.(4) Position level of administrative leader moderated the relation between the characteristics of administrative leader and accountability of administrative leader. Additionally, process of accountability moderated the relation between accountability of administrative leader and performance.(5) The strategic compensation design should notice the followed suggestions:a. The specific level and position of administrative leader should be taken into account during the appraisal for accountability of administrative leader.b. When research the effects of the characteristics of administrative on the accountability of administrative leader, we should pay more attentions to the organization conditions.c. Accountability-for-performance and performance appraisal are very important.d. Administrative leader should take accountability for members within the organization and the people beyond the organization. Satisfaction of thepeople beyond the organization should be an important factor for performance appraisal.
