Qualitative Analysis Of Responsibility Of The Administrative Accountability System

On the issue of public power operation, the theory of democratic politics requires that any action should have its sources of legitimacy or responses of historical justification, which calls the administrative accountability system to be birth. As a fundamental appeal to establish a responsible government and an important means to implement a limited government, the administrative accountability system is endowed with lofty mission from its commencing. The essence of the administrative accountability system is echoing with the current administrative idea of unity between authority and responsibility. So long as there is dereliction of duty in power operation, it should ascertain where the responsibility lies, which builds a necessary correlation between authority and responsibility in logical. As a rational system, the value of the administrative accountability system not merely lies in appraisal of actions but also is guidance for actions. It is an arms for supervising the operation of the public power and contributes to restrain corruption of authority. The aim of the administrative accountability system is that the government bears in mind that the value orientation of responsibility for people should be persisted. It demands that government decision-making meets the public interests certainly. It is thus clear that a deep layer of democracy connotation and more profound implication are injected into public administration by the administrative accountability, which has a large value.Many scholars suggest that a set of self-controlling model should be constructed for administrative accountability so that the accountability system can be got rid of the problem of rule by men and constrained by some rules and program frameworks, which seeks an implementation way of predictable at last. However, a gap between desirability for a new system and operation in reality exists inevitably. The administrative accountability system, as a mature system applied in abroad, is in face of lots of contradictions in theory and predicaments in operation. The bottleneck is that the administrative expansion and enrichment of the current connotation of responsibility makes a breakthrough in the structure of the administrative accountability system, which makes the system cannot contain and adapt the development of the connotation of responsibility. Responsibility, a supportive concept in modeling of the administrative accountability system, is a basic element in supporting the whole theories of accountability system. Because the administrative accountability theory should be bloomed into a self-controlling model and organic system, it seems so crucial to give a qualitative analysis of responsibility accurately. There exists a big deviation of the qualitative analysis of responsibility toward accountability in our nation, which outstandingly behaves in tow major aspects as follows: one is that it is cannot to give a qualitative analysis of responsibility accurately in theory and the other is that all kinds of responsibility system create to confusion in reality. This deviation, to some extent, hampers the modeling of the administrative accountability system in design and construction. Based on above analysis, giving a qualitative analysis of responsibility accurately toward the administrative accountability system, through the way of starting from the supportive concept, decomposing fundamental elements of the administrative accountability system, doing an in-depth study of responsibility and changing the past practice of discussing in general terms, makes for constructing a holistic system of the administrative accountability model that adapts the development of the connotation of responsibility.This thesis adopts a research method of structural functionalism. From the perspective of the structural functionalism, positive interaction between function and structure and the expansion of the function request that the old structure should be broken, so that a new structure meets the need of development of the function. While only through identifying the internal elements accurately and playing the deserved function of the elements, a new complete structural model can be shaped. Generally speaking, structure mainly means a relative stability of interactive relation and mode of action, which are possessed by the elements of the internal system. So, firstly for achieving the purpose of pursuit of a stable interaction structure, an identification of the various elements of the composition accurately is necessary. And then the next step that combines the various elements into an organic system is allowed. The concept of responsibility is not only a supportive concept in the structure of the administrative accountability system but also dominates the development of the function of the administrative accountability system. By describing the difficulties and the contradictions between in theory and the implementation of the current administrative accountability system, this thesis points out that the reason that causes these difficulties is the deviation of the qualitative analysis of responsibility. Through interpretation of the supportive concept related to responsibility and utilizing the related theories of structural functionalism to redefine the character of responsibility in the administrative accountability system, a complete systematic structure on the basis of responsibility is established.
