As the inherent requirement of proletariat political party, inner-party democracy is a life of the party. Strengthen inner-party democratic construction, develop inner-party democracy, Lie in essentially institutionalizing inner-party democracy. Inner-party democracy institutionalizing is the concept of connecting with democracy, institution, inner-party democratic institution each other and distinguishing each other, it refers to course of development and melting inside of the inner-party democratic institutions. The state that Inner-party democracy institutionalizing mainly reflects on three key characteristics, i.e. the systematicness, validity and authoritativeness of the inner-party democratic institutions. The meaning that inner-party democracy institutionalizing is very extensive and far-reaching.After becoming the party in power, practice with institutionalizing inner-party democracy of the Communist Party of China has gone through the course of more than 50 years. This course can be divided into four stages on the whole, i.e.: Advance gradually at developing stage institutionaly (1949 -1956); The institutions declines (1956 stage --1966); Institutionalizing great setback stage (1966 --1976); The instititions resumes with developing stage (1976- ). Winding course passed by in institutionalizing practice of inner-party democracy after being in power of the CPC, there are complicated reasons. Among them, there are the CPC's own factors, such as subjective factors, practical factors, institutional factors, there is deep influence of the social environment in which the CPC lives, too.In new historical time, in the face of complicated environment and task, the CPC's institutionalizing must make more effective progress. For this reason, on the basis of fully considering various factors, We should strengthen reforming and improving the basic institutions of inner-party democracy and relevant mechanisms, including the institution and mechanism of the CPC's representative assembly, the institution and mechanism of the CPC's election, the institution and mechanism of collective leadership of the CPC's Committee, the institution and mechanism of the CPC's inner-party supervision; Meanwhile, we should actively promoting the melting inside of the CPC's democratic institutions by strengthening the education, thus improve the systematicness, validity and authoritativeness of the inner-party democratic institutions in an all-round way. However, because the gradually advancing in the social tradition and the historical influence of the party, the sufficient development and melting inside of CPC's inner-party democratic institutions will be a long-term course.The CPC Will undertake very heavy task in the Inner-party democracy institutionalizing.
