| The program of "Little village official" is a systematic project for the building of new countryside, which aims to encourage university graduates to work in countries, promote the rural economic development, and effectively solve the employment problem of university students. During this period, the key points, which become very significant for the long-term development of both "little village official" and the new countryside construction, are how to improve the training of "little village officials" and their abilities when doing gross-root works, and make them become the propellant of the whole society.This thesis is based on the Competency Model of "little village official", to explore new ways which can improve the capability of the "little village officials". In this thesis, multi-disciplinary theory approach will be adopted and both normative and empirical analysis are valued, with the application of Competency Models, to study the training system of the "little village official". Through the study of Competency Models and its application in human resource management, this paper will make a definition for the "little village official", analyze the current training situation, figure out the causes of the problems, and latter introduce the necessity and the construction of the Competency Models training program for the "little village officials". This training program mainly includes the concept, the demand analysis, the objective and implementation and final evaluation based on Competency Models, which can make the training program more scientific and improve the work efficiency of the "little village officials". It's beneficial both for their career planning and the establishment of a sound "little village officials" system.The training system of "little village official" as a project construction has some problems, and the relevant research is also weak. With these problems, this thesis will study the hot area of human resource management with the use of Competency Models, analyze the cost and benefit of the training program and study the construction progress, which can introduce this model to other fields and achieve the combination of reference and innovation. |
