Study Of The Management Of Floating Population Legal System Building

Recently,with the increasing number of migrant population,and the increasing complex of migrant motive,flows and components,various problems that migrant population caused frequently arise with diversity development. These problems are become hot social issues that many scholars,practitioners focuse on.This paper from legal system aspect,analysis the legal correlation problem of the migrant population especially the country migrant population, and do a positive ponder about correlation countermeasure.At the heginning of this paper,discussed the concept and characteristic of migrant population.About the concept of migrant population,there is not a uniform answer in China.However,the concept is the basic of analysis legal system about migrant population manage.The next,this paper analysis the characteristic from six aspects of population distributing,age,education, flow form,income and basic life.As all know,if migrant population might have coequal right with population of migrant destination and perform corresponding obligation.This is a problem that scholar still not solve. Followed,this paper analysis legal status and building of migrant population on public behalf and distinction behalf.On the basic of ahead states,from the aspects of public security problem,origination manage problem,family planning problem and issue education problem,summarize and analysis exist legal limitation.At last,this paper discuss the important meaning of enhancing building migrant population legal system and do a macro thinking from system content and form execute,do a microcosmic analysis and propose a measure from four migrant population management aspects(public security problem, origination manage problem,family planning problem and issue education problem).
