A Study On Integrated Management For Migrant Population

The migrant population is a special social and economic phenomenon in china.It has the largest ever population migration in the history of china,a product of reform and opening up policy for over 30 years.As stated in “The development report on migration population in china-2015”,by the end of 2014,China has a migrant population of about two hundred fifty-three million.The actual population of a city or region and its makeup are always influenced by migrants.Their activities have various impacts on its population,and on its economic,social and cultural development,to both the city and region where they move away from and where they migrate to.Located in the center of metropolitan area of Yangtze River delta,the city of Jiaxing is right in middle between Shanghai and Hangzhou.Due to its easy access via various convenient transportations,relatively low living cost,its inclusive culture heritage,and its well-established labor intensive industry,it attracted large number of migrants for last 20 years.Gradually over the time several villages-in-the city were formed where most of residents are migrants who live in the rental houses.To better serve and manage this population of migrants,the city government adopted the concept of “power decentralization” that the new public administration philosophy proposed to have a single government office to manage the migrants.As a result,in 2008,the city of Jiaxing established ”Bureau of affairs administration for new residents” in both city level and county level.Different from most of other cities in china,Jiaxing is the first city that had bureau of affairs administration in two levels of government administration to serve and manage the new residents.Over the time,the limitation of current population administration system became obvious,and there were three major problems: the first one was that the large number of migrant flowing to the city was increasingly at odds with the limited resource for social services;the second was that the bureau for new residents could not function well together with the police department on the management of migrant population and rental housing,this resulted in inaccuracy in collecting information on migrant population,and consequently could not implement the idea of “manage the population with the rental housing” successfully;the third problem was that many migrants with low skill level lost their jobs due to the industrial upgrading.This group of migrants lingered and continued to live in the city without a job,this created certain areas with problems of the illegally constructed buildings,high-risk for fire hazard,and group rental housing,etc.These problems often resulted in high risk for public security.Regarding the administration system for migrants,most of literatures over last several years,influenced by new public administration philosophy,emphasized the importance of “power decentralization” and “the competition”,and called for the establishment of a special administration office for it.The city of Jiaxing,as the first one and one of very few cities in china that established the “Bureau of affairs administration for new residents”,accumulated years of experience and data,it provided an excellent sample for the study.By comparing and analyzing the new system in Jiaxing and other systems in other area of china,this research would show if the concept of new public administration philosophy resulted in the effect as anticipated.This thesis would focus on the management system for migrant population at Jiaxing.It uses various approaches to compare several major management systems in china,including literature-review,comparison and analysis,and survey.It reviewed the shortcomings of “Government-agencies-coordinating model “,the model used for migrant population management at Jiaxing.Facing with the new social and development problems in near future,based on the theory of “Integrated government”,a new model is established and some concrete ideas are proposed from three aspects: 1.Use market and administration approach to control and adjust the migrant population from the source;2.Adjust and improve the management system for migrant population;and 3.Enrich the meaning of migrant population management.This thesis also reviewed the city's implementation of “power decentralization” from the new public administration philosophy.It summaries the advantage and disadvantage of this approach.
