The Research Of Administrative Corruption Governance On The Basis Of Modern Administrative Ethics

Administrative ethics is the inherent requirement for government officials,modern administrative ethics as an important part of moral education in moral anti-corruption.It has great value to weaken the motivation of corruption and reduce the chance of corruption.Based on this,this article takes the modern administrative ethics as the analysis angle and the countermeasure which exists in the present administrative corruption management way.Domestic authoritative scholars have pointed out that: rely solely on legal means to carry out anti-corruption,the corrupt governance will walk into a dead end easily.Only connecting the system construction with legal construction and administrative ethics construction,can we achieve the goal of curbing corruption in many angles.This is the purpose of this paper.The author combined with the actual needs of the current construction of a clean government.Facing the deficiency of traditional administrative ethics from the perspective of administrative corruption.Inspect the practical experience of western countries in the construction of modern administrative ethics to promote the corruption governance.Constantly enrich the rational core of modern administrative ethics.Promote the institutionalization of administrative ethics.The ultimate goal is to through the change of administrative ethics to self discipline,To promote the formation of administrative person “self-supervision” consciousness.Achieve the realm of supreme good,to create a good environment of “don't want to rot”.In order to fully understand the academic viewpoints and achievements related to this thesis,the author mainly uses the method of literature analysis to study a lot of information about administrative ethics and administrative corruption,and analyzes and integrates relevant theories and opinions to establish the overall thinking frame of the thesis.In addition,this article also uses the method of comparative analysis to compare the experience of the United States,Canada,Japan and other developed countries from the perspective of administrative ethics,draw the relevant enlightenment of administrative corruption from the perspective of modern administrative ethics,provide practical reference for the governance of corruption in the perspective of China's modern administrative ethics.For the ethical anti-corruption,the foreign countries mainly focus on the dynamic aspects.From the ethical point of view,the foreign countries have done lots of anti-corruption measures attempt: to administrative ethics legislation,to form a professional administrative ethics research learning organization;Domestic research about ethical anti-corruption mainly limited in the theory research stage,has not yet formed the specific measures of ethical anti-corruption.This thesis combines the theory of perspective of ethical and anti-corruption practice at home and abroad.It is concluded that the ethical anti-corruption is to carry out the anti-corruption construction from the perspective of ethics: including the ethical and moral legislation,forming a moral organization,and a series of measures of ethical institutionalization.
