The report at 16th Party Congress indicated,"Inner-Party democracy is the life of the Party and plays an important exemplary and leading role in people's democracy."The report at 17th Party Congress indicated,"Inner-Party democracy is the pledge to keep the party's creative energy and unity."These statements reveal profoundly the significance of Inner-Party democracy for the Party's affairs, for the democracy polity building of Socialism. For carrying out this spirit of the National Congress of the Party, a major task is to constantly propel the practice of Institutionalization of inner-Party democracy. Only when inner-Party democracy is institutionalized, can long-term and stable inner-Party democracy be guaranteed and can Institutionalization of democracy in political life of the country be realized.This dissertation takes the Institutionalization of inner-Party democracy in the new time as the research object.
