Analysis Of E-government Construction And Development Of Systems And Technologies: System Plight And Breakthrough Ways

At present, the construction of the government has entered a new stage and the E-government has been conducted in practice in all fields. The E-government has developed rapidly, as the result of the Government's concern and the input of human and material resources, overcoming the difficulties in the early stage. However, after having a period of time of development, the E-government came into puzzledom. In author's opinion, it is not the technologies but the system that restricts the development of E-government in China. The author has obtained the conclusion that the development of E-government should work with the laws, philosophies and the reconstruction of the government by analyzing the relationship between E-government construction and administrative management systems and contrasting the successful experiences at home and aboard. And the author believes deeply that, in the earlier stage of the development of the E-government, the technologies mainly supported the E-government a lot to the elimination of the resistance and the further development with the case of gridding management style in shanghai. However, with the depth of the practice, the development of the E-government has met with a new bottleneck and the root cause of it is that the existing administrative management systems have restricted the development of the E-government. At the end of the article, the author attempts to give some suggestions on general thinking on system change in the development of E-government and the policies on the reform of administrative management system.
