Employment is vital to people’s livelihood, on sale. From the point of globaldevelopment, all kinds of social organizations in promoting employment. China’s12th five-year plan is put forward to implement the strategy of employment priorityin the outline, multi-channel development of jobs, play to the social various aspectsstrength expand employment, promote employment, promote fair employment andbalanced employment. Based in henan, this study on the present situation of the socialorganization promoting employment in henan province, to evaluate the role ofpromoting employment, analysis of the problems of social organizations to promoteemployment in henan province, and discusses the strategies to solve these problems,thus through certain system arrangement for the government, the policy guidance, thefunction of the development of social organizations to promote employment, promoteemployment and reemployment work to provide intellectual support anddecision-making reference.This study will be "the function of the social organization promotingemployment" operation to absorb employment directly and indirectly promote socialemployment) two aspects. Direct function, built the index system, using the statisticalanalysis on the present situation description, on this basis, focuses on private schools,run by the local hospital in henan province, industry associations, social services,culture, arts, social organization directly absorb the role of employment. Indirectfunctions, focuses on henan province labor and employment service class new socialorganizations, industry associations, private schools, rural professional economicassociation through training methods such as indirect role to promote socialemployment.Research mainly includes the following contents: the country should be thefunction of the development of social organizations to promote employment as along-term strategy, social organization of the function of promoting employmentdepends on the government’s system innovation and policy guidance. On the onehand, the government should reposition of social organization, the relationship between the government and social organization clarity; Encourage rise of thedevelopment of grass-roots organization, from bottom to top in registration, to raisefunds, improve technical support and so on, to create a loose system for theenvironment; Perfect laws and regulations about the development of the socialorganization; Cultivate the public consciousness of the public and public spirit. Socialorganization, on the other hand, also should strengthen their own system construction,improve the ability of management of public affairs, perfect the incentive supervisionmechanism and self-discipline mechanism, financial management mechanism andperformance evaluation system, and partly to social production and to provide publicgoods, establish a good social credibility. On this basis, the government wants tochange society consciously "department" structure of employment, to break themarket forces and government forces to the absolute monopoly of social employment,with focus on cultivating and developing education, health, social services, culturaland other fields of social organization, where the conditions are ripe, provide publicservices for the government to buy social organization, employment training couponsfor the new type of management mode, build cooperation the government and socialorganization of the new type of public employment service system.
