Discuss The Impact Of Disaster Relief Diplomacy On Sino-Japanese Relations

In recent years,as a type of non-traditional security issues,the natural disaster has been a global issue,and disaster-relief diplomacy has come to be known as a form of non-traditional security.After the Cold War,disaster-relief diplomacy is generated and the application scope is expanding with the continuous progress of communication means and the improvement of transportation.It has certain timeliness,function,subject diversity and transregionality.In terms of disaster-relief diplomacy,different disaster-relief parliaments would take different forms,but the main forms of disaster-relief include official political sympathy,economic assistance,donation of lacking goods,sending rescue teams,as well as remote or indirect participation in providing technical support in order to smooth the development of rescue.As a country prone to natural disasters,C hina's disaster-relief diplomacy has gone through a long process from refusing rescue to accepting foreign aid,and then to actively implementing foreign aid.China and Japan are the countries prone to natural disasters.In the "Wen chuan Earthquake" and "East Japan Earthquake",C hina and Japan responded to the crisis respectively,which,to a certain extent,enhanced the understanding about China,improved the sense of identity,and also the China-Japan relations.However,due to the structural contradictions between the Japan-US alliance and Sino-US relations,the active role of disaster-relief diplomacy between C hina and Japan is obviously not enough to resist the strong strategic needs between the US and Japan.At the same time,historical issues,territorial conflicts and other contradictions make it impossible for the two sides to overcome this gap when touching their core interests.The spillover effect of low-level politics itself is limited,so that under the influence of disaster relief diplomacy,Sino-Japanese relations still lack substantive progress.As for the problems that occurred before and after the disaster-relief diplomacy between C hina and Japan,we should first strengthen non-traditional security cooperation in disaster prevention and relief on the basis of disaster relief,including the organization of consultative meetings,the conduct of disaster relief exercises and the establishment of a hotline.At the same time,the system and mechanism related to disaster prevention and relief should be improved,such as the establishment of disaster cooperation institutions,the establishment of expert management groups,the establishment of material storage and participation systems.
