The community construction is playing a more and more important in social reforming of new time. "the government malfunction" the requests government to transform the function and fully exerts the strength of the society itself. "The market malfunction" requires the society and the government to provide more public products. Therefore, the community construction is supposed to be the linkage process of the government, the market as well as the society. The government shouldn' t be the all-round team member in community construction, and able to refrain from doing things. Consequently, to change governmental community management modes; The market economy is the kind of contract economy, and embodies the cooperation among government and the main bodies of many communities' construction. The third department of the society takes on the mission of accomplishing community commonweal projects, maintaining the peaceful community in community construction. They are supposed to gain the approval and support from the society and the government.At present, remarkable achievement has been made in community construction, such as having clarified the relations between community autonomous organizations and government; having consolidated the autonomous rights of residents' committee; having innovated the mechanism of urban community autonomy and so on. But it still has many other problems such as the singleness of the main body of community construction; the confusion between the government and community; the confusion between governmental affairs and business affairs; the vertical and horizontal contradiction, non-effective conformity of community resources, and so forth. When these issues are resolved in theory and practice, there exists the dispute over the tendency of administration or the tendency of autonomy which each side stands on his own side. And Both of these tendencies have their own fatal weakness. In the final analysis, These issues are exactly dilemma in community construction at present. The government not only expects to develop all sorts of social strengths but inartificially authoritative to the expanding social strength. The third department of the community wants to gain self-development space, but can' t get away with the dependence from the government.Therefore, trying to seeking out the solution to the dilemma as well as constructing sound community management system appears to be significant. It is certain that at present theorists have done abundant research and discussion on the topic of community management system which has made many remarkable achievements. This article is to seek the party organization' s predominance and linking node of the dilemma in community construction, Thus to provide referential suggestions for constructing new community management structures. Specifically, The paper takes Shanghai Community Management Structure as "Strong Government" management specimen for example to analyze its existing problem which is unable to exert the independence of the society and community; and takes Shen Yang Community Management Structure as "Strong Society" management specimen for example to analyze existing disadvantage which is lack of sound orientation of the government in community management. Based on such analysis, the paper put forward two important hypotheses, one is that "Strong Society" needs "Strong nation" , not only the constrain and the second is "Strong nation" needs " Strong society" , not only the control.The paper puts forward and analyzes several important points of view based on these two basic hypotheses. First, community management structure needs "Strong nation" as a supporter, while the formation of "Strong nation" needs the drive of party organization; Second, Community management structure needs the support of "Strong Society" while the formation "Strong Nation" needs the mobilization of party organization; Third, community management structure even needs more the cooperation of "Strong Nation" and " Strong Society" while the formation of cooperative relations needs to exerts the roles of the conformity and medium.
