The Formation Mechanism And Reform Path Of The Inconsistency Of Power And Responsibility Of Township Governments

The township government is the administrative unit with important grass-root social management and service responsibilities as facing the broad rural areas.Its administrative system reform is the key point of our country's administrative system reform.During the actual operation,the biggest dilemma of the township government is that the system of its power and responsibilities is not reasonable.The township government has undertaken a lot of responsibilities but has only a small amount of power.The contradictions of the township government make it hard to get the effective promotion,and a large number of informal behavior has been producted.It has been the most important factor in the reform of China's township administrative system.According to the survey results from 22 samples of township government in Zhejiang province,we comb out the content of the legal and practical responsibilities of the township government.Through the construction of responsibility classification system and the validation of coincidence rate index,we konw that the responsibilities of the township government has been alienated and the will of the county government has become the main part of it.The township government,in fact,has lost its autonomy and become the accessory of the county government which means the responsibilities of the township government are very heavy.At the same time,because of the absence of financial power,administrative power and personnel power after rural tax and fee reform,the township government has lost its integrity and the power of it is very limited.The imbalance between responsibilities and power of the township government is serious and its main performance is the imbalance between financial power,administrative power and responsibilities.The main reason of this situation is the pressure-type system and the predicament of power devolution.Under the influence of the pressure-type system,the county government is able to transform its own will to administrative pressure and transmit it to the township government.Correspondly,as the difficulty of power devolution and undertaking,most of the township governments are stillin the state of power void.The theoretical analysis and the review of the reform of the township administrative system tell us that the core to change the imbalance is to break through the pressure-type system and to carry out the classification reform.
