A Study On The Operational Situation Of The Execution Ability Of Township Government

In our country,five levels of government organizations at the central,provincial,municipal,county and township levels have been set up from top to bottom.The central government represents the supreme position of state managers,plans for the well-being of the people from a macro perspective,and implements responsibilities at the provincial,municipal and county levels,decision-making deployment to subordinates in the jurisdiction,township government is the most grass-roots political organization.Most of the work deployment and document spirit from the central,provincial,municipal and county governments need to be implemented through the township government,which is closest to the masses,it is the link and bridge between the state administrative organs and the masses,with its own energy,it can make the local economic,political,cultural and ecological construction develop with high quality,create various high-quality services and help for rural undertakings,and play an important role in organizing and coordinating the local political,economic and social development.China has more than 900 million agricultural population,accounting for more than three quarters of the total population.Therefore,although the township government is the most grass-roots political organization,it is in an irreplaceable important position in the whole chain of government management.On the basis of explaining the background and significance of the research and analyzing the current research situation at home and abroad,this paper introduces the connotation and definition of the executive power of township government,including its constituent elements and characteristics of the executive power of township government,and introduces the theory of policy implementation,administration according to law and new public service as the research theory.Then,based on the questionnaires and interview data of some township cadres and masses in Ji'an City,analysis of the Current Situation of the Executive Power of township government and the satisfaction degree of cadres and masses to township government execution.At the same time,combining with practical cases,it finds out the existing problems of township government execution and concludes that there is mechanical persistence in township government.Execution,selection,delaying,substitution,coping and additional execution.Then from the execution subject,organizational structure,execution mechanism,execution environment,execution resources,Cadre-mass relations and other aspects,the reasons for the weak implementation of township government are obtained.Finally,through summarizing the sublimation,the author finds out several suggestions to enhance the executive power of township government: first,to build a scientific and reasonable implementation network at the level of township government.The second is to improve the comprehensive quality of the executives at the level of the executing subject.Thirdly,we should create an appropriate culture of execution in the context of execution.
